   SME Financing Group at the MedAlliance Round Table
The INSME President, Mr. Paolo Anselmo, participated in the Round Table on Financing and technical accompaniment of enterprises in the Mediterranean, organised by the MedAlliance Consortium in charge of the Invest in Med Programme and held in the framework of the Mediterranean Economic Week, from 7 to 10 October 2009. In this occasion, the INSME President illustrated INSME's initiatives and activities, with a special focus on the setup of the Working Group (WG) on SME Financing. This WG aims at maximising the networking and the collaboration among INSME Members that, on a voluntary basis, can work together, exchange ideas and possibly set up joint initiatives on specific topics.

   INSME at the Enterprise Europe Network Annual Conference

The INSME Secretariat participated with an information booth at the 2nd Annual Conference of the Enterprise Europe Network on "Rising to the challenge: supporting small business in a time of crisis". The event, held in Stockholm, Sweden, from 7 to 9 October 2009, was organised by the European Commission's Executive Agency for Innovation and Competitiveness (EACI INSME Observer), and it was a good opportunity to interact with most of the partner organisations of the Enterprise Europe Network. Representatives of several European initiatives took part in the event, among which: PRO-INNO Europe, Europe INNOVA, Publications Office: CORDIS & TED, China IPR SME Helpdesk.

   INSME meets with International delegations

The INSME Secretariat recently presented the INSME Association and its activities to some International delegations during their visit in Rome. This represented a good opportunity to discuss possible collaboration activities and to exchange ideas to support innovation in SMEs.

In particular, on 25th September 2009, INSME welcomed at its premises a Tunisian delegation of officials from regional development agencies during their study tour in the framework of the EU-Tunisia administrative Twinning project.

On 29th September 2009, INSME met with a delegation of 20 officials from the South-African Department of Commerce and Industry at the INNOVA (INSME member) premises in Rome during their study tour in Italy organised by the International Training Consortium - CFI - in collaboration with the Italian Foreign Trade Institute.

In addition, on 16th October 2009, the INSME Secretariat made a presentation, to a delegation of 11 officials from European enterprises, research and technological institutes at the INNOVA premises in Rome. This delegation was interested in the development of new technologies and how to stimulate transnational cooperation and public and private partnership in the field of innovation and technology transfer to SMEs.

News from the INSME Members
   Meta Group: FASTER project

FASTER is a project supported by the European Commission - Leonardo da Vinci Programme and developed by a consortium involving six partners among 5 different European countries. The INSME Member META Group is involved. The project is directly addressed to public and private organisations involved in supporting and promoting entrepreneurship.

Objective: disseminate and replicate the experience and the good practices concerning teaching models of the ISTUD Entrepreneurship Programme (IEP), an Italian entrepreneurship training programme to would-be-entrepreneurs coming from Cyprus, Hungary, Czech Republic and Poland.

   ISPIM: SM-BIO POWER

SM-BIO POWER is a project aimed at empowering biomedical and bioengineering SMEs to participate in EU research and to identify and develop their innovation by increasing their direct participations in FP7 projects. The ISPIM (International Society for Professional Innovation - INSME Member) is one of ten partners involved in the project. An online helpdesk is available for registered users, for using as personal assistance in identifying funding opportunities and project partners.

INSME's Picks in the News
   EBN-INSME-UKBI Study Tour to Chengdu, P.R. China - outcomes

The Study Tour to Chengdu, co-organised by EBN and EUPIC in association with INSME and UKBI, concluded successfully on 17th October 2009 with the EU-China Business &Technology Cooperation Fair IV. This fair was attended on behalf of INSME by Mr. Bruno Grassetti, ASIA - Business Incubators Development Association (INSME Member). The event gathered about 100 enterprises and organisations from across Europe and China involved in several sectors such as ICT, Biotechnology, environment protection and energy, agriculture. An important Cooperation Agreement was signed between the Chengdu Hi Tech Management Zone and EUPIC with the aim to promote the development of Italian enterprises in the EUPIC incubator.

   REDIT
REDIT, Regional Network of Technological Centres, is a private not for profit association founded in 2001. It includes the 16 Technological Institutes of the Valencia Region. Its main objective is to improve the capacity of the Technological Centres for the launching of innovation, development and research projects and to promote the diffusion of the technology culture.

The Network offers a complete high-added-value portfolio of technological and innovation services as R&D projects, advanced technological services (Environment, quality, management and product design, information society) and a range of important online services.

REDIT has been an INSME Member since 2003.

   EU: Public consultation on Community Innovation Policy

The main purpose of this public consultation is to best improve the effectiveness of new innovation policies in the EU, against the background of constantly evolving innovation patterns in enterprises. It will explore new ways to address challenges for a better European innovation policy. To this purpose, a list of questions has been prepared.
Deadline to submit comments is the 16th November, 2009.

   EU: Call for research and innovation to boost Europe's SMEs

Call for Proposals

Identifier: FP7-SME-2010-1
Title: FP7 Capacities: Research for the benefit of SMEs - Call 3

Topic: to strengthen research and innovation capacity of European SMEs and their contribution to the development of new technology based products and markets by helping them increase their research efforts, extend their networks, better exploit research results and acquire technological know how, bridging the gap between research and innovation through European level collaboration.

Participants: At least 3 independent SMEs, established in 3 different Member States or associated countries, 2 Research and Technological Development (R&TD) performers (independent from any other participants).

Countries concerned: the 27 Member States and the Associated countries: Switzerland, Israel, Norway, Iceland, Liechtenstein, Turkey, Croatia, the Former Yugoslav Republic of Macedonia and Serbia, Albania and Montenegro, Bosnia & Herzegovina.

The indicative budget is: € 136 840 000
Deadline: 03rd December 2009

About IPR in China
   Guide to using customs to protect your IPR in China

The Customs Law of the Peoples Republic of China prohibits the export or import of goods from or to China that infringe Intellectual Property Rights (IPR). Whereas most countries' customs only examine imported goods, China differs in that its customs examine goods being imported and exported. China Customs have the authority to protect IP Rights by confiscating infringing goods and imposing fines on infringers. If the infringement of IP Rights exceeds a certain threshold, then the customs authorities will also arrange for criminal proceedings to be brought against the infringing party.

   Europe Innova: TAKE IT UP project

TAKE IT UP, a Europe INNOVA promotion pillar coordinated by META Group (INSME Member), is a project aimed to raise the impact of EU-funded innovation projects. In particular, TAKE IT UP will get its purpose by granting access to innovative business practices for ISP (Innovation Service Providers) and by coaching projects in delivering solutions with a clear exploitation potential.

Publications
   EU: SME participation in the FP7 Report

This brief report has been issued in 2009 by the European Commission in order to provide key figures on the participation of SMEs in the Seventh Framework Programme (FP7), with a special interest on Cooperation and Capacities programmes.
The data, gathered up to the 1st June 2009, show the overall achievement of SMEs and their potential further engagement.

   WIPO: SME Guides and Manuals
The World International Property Organization (WIPO) published guides and practical manuals dealing with several issues among which trademarks, patents, Intellectual Property rights, copyright and/or related rights for SMEs and technology licensing agreements. Some of these publications are available in English, Arabic, French, Italian, Portuguese, Russian and Spanish.

   UNECE: Policy Options and Instruments for Financing Innovation
This practical guide has been conceived within the framework of the Programme of Work of the United Nations Economic Commission for Europe (UNECE)- Committee on Economic Cooperation and Integration.
It maps out the different sources of finance available to innovative companies in the early stages; the policies that can be adopted to stimulate private financing, the arrangements that can, or cannot, enhance the impact of public interventions, as well as the related international good practices.

The official website AL-Invest IV (2009-2012) provides updated information about several aspects of this European Commission economic co-operation programme to support the internationalisation of Latin American SMEs.
The site also provides information on the three implementing consortia of the Programme each belonging to distinct geographical areas of Latin America (Central America, Cuba, Mexico; Bolivia, Colombia, Ecuador and Peru; Mercosur, Chile and Venezuela).
