We are pleased to welcome you to this month's issue of our newsletter with a message from our new INSME Member, the co-organiser of the INSME Annual Meeting 2006, CEGETEC - Centre for Technology Management, who encourages you to attend this event due to take place in Montevideo (Uruguay) on April 24-26, 2006: "As co-host of the INSME Annual Meeting 2006, we would like to welcome you to Uruguay and enjoy this unique event. We will do our best to meet the expectations of our INSME colleagues and to promote the Association activities to all interested players. Networking is a major asset for our activity at CEGETEC addressed to intermediary organisations. The INSME Annual Meeting 2006 gives us the privilege to introduce you to professionals from many South American countries and to international technology and business parks and the flourishing Uruguayan IT sector. We are confident that partnership opportunities for transnational projects at local or regional level will open up for the private and public sector participants at the meeting. CEGETEC's mission since 1994 is to deliver customised services for improving the competitiveness of Uruguayan enterprises through technological innovation activities. We are a privately managed organisation financed upon the services delivered to SMEs and participation in international projects. CEGETEC is also a member of international networks such as CYTED, ENDEAVOR, FEALAC, IBEROEKA and UNIND-LAM. Most of our partners are mainly from Canada, Latin America, Europe and Japan. Linking companies with consultants, universities and technology institutes at national and international level is a need for those SMEs that want to innovate. Therefore we promote this link in order to foster knowledge exchange between those who generate and those who apply knowledge. This is why the theme of the INSME Conference, Bridging the Knowledge Gap: a Developer-User Approach, is relevant to us. We hope it applies to you as well and therefore we look forward to meeting you at the INSME Annual Meeting 2006. Join now the INSME-API Training Programme in Tunis!
INSME-API Training Programme on Supporting the Creation and Development of Innovative Enterprises Date: 13-15 December 2005 Place: Abou Nawas Hotel, Tunis Language: French only Registration fee: free for INSME Full Members; reduced fee of 250 euro for INSME Associate Members, INSME Observers and for participants from non-OECD Countries; normal fee of 400 euro for any other participant.
Deadline for subscribing: December 3, 2005.
This training programme is open to public and private economic players from all geographical areas and will combine theory and practical experience, including topics such as the creation of new enterprises, finance for innovation, new enterprises supporting organisations, the valorisation of public and private research, the development of business relationships and others. Visits to 2 local intermediary centres (El Ghazala Pole of Communication Technologies and Rad�s Incubator) are being organised on 15th December at the end of the course.
Among the trainers, representatives of the following organisations: UNIDO (United Nations Industrial Development Organization), IBAN (Italian Business Angel Network), EBAN (European Business Angel Network), WIPO (World Intellectual Property Organization), Meta Group (INSME Member).

The INSME Secretariat has launched two new innovative, value added online services:
the INSME Content Feed Service, dedicated to the Association's Full Members interested in featuring INSME portal content directly on their websites;
the INSME Newsreader, available for any INSME portal reader interested in receiving INSME portal news and headlines directly on his/her desktop.
The INSME Content Feed Service is up and running on GoOnline website, a project being implemented as part of the European GoDigital initiative by EOMMEX and GRNET (INSME Member).

INSME at the WTO Working Group on Trade and Technology Transfer (Geneva, 11 October 2005)
Ms. Simona Marzetti (INSME Secretary General) made a presentation about INSME at the last session of the World Trade Organization's Working Group on Trade and Technology Transfer (WGTTT), which took place in Geneva (Switzerland) on October 11, 2005.
This meeting was an occasion to illustrate INSME's activities so far and to present future initiatives, including the INSME Annual Meeting 2006.

The mission of the WTO Working Group on Trade and Technology Transfer is to examine the relationship between technology transfer and trade and to increase flows of technology to developing countries. Sharing this goal with the WGTTT, the INSME Association is interested in creating synergies and sharing knowledge with its members and observers.
INSME at the AICA Annual Meeting (Udine, 5-7 October 2005)
Mr. Alessandro Sisti, Member of the INSME Secretariat and responsible for INSME's online activities, participated at the annual meeting of the Italian Association of Computer Science (AICA), held in Udine (Italy) on October 5-7, 2005.
The annual meeting's theme was dedicated to how Italian enterprises face knowledge management issues. Mr. Sisti made a speech in a specific session focused on virtual communities, presenting INSME portal and services as examples of knowledge sharing at national and international level. http://www.aicanet.it/

Reminder: CEI Award for Innovative SMEs |

The Central European Initiative (CEI, INSME Member) has launched an Award for Innovative Small and Medium-sized Enterprises which will grant winning SMEs seed money for financing their business ideas. CEI will give preference to applications from SMEs belonging to non-EU CEI Member States (Albania, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Macedonia, Moldova, Romania, Serbia and Montenegro and Ukraine).

Support to Innovation Policy Learning and Development (European Commission) |

|
The European Commission has launched the PRO INNO Europe Initiative - 'Promoting Innovation in Europe' - through the publication of the call for proposals 'Support to Innovation Policy Learning and Development' (FP6-2005-INNOV-9), under the Research and Innovation section of the Sixth Framework Programme for Research and Development (FP6).
This call, designed to foster trans-European cooperation between national and sub-national innovation programmes and actions, consists in 5 strands:
- Strand 1, INNO-Initiatives - Support action at programme level, this action is committed to generate networking and collaborative activities between regions, replacing pre-existing ERA-Nets with INNO-Nets.
- Strand 2, INNO-Actions - Support action to joint initiatives. Complementary to the first strand, it foresees the support to joint initiatives put in place by innovation agencies from different countries (at least 3) in order to stimulate trans-national collaboration.
- Strand 3, INNO-Learning Platform - Accompanying measure to support joint initiatives: configured as an accompanying measure to support cooperation among national and sub-national innovation policy programs through the selection and analysis of good practices.
- Strand 4, Mapping Innovation Clusters - It consists in the identification, analysis and monitoring of business clusters in Europe.
- Strand 5, GRIPS - The last strand relates to the creation of a Global Review on innovation Intelligence and Policy Studies (GRIPS).
The total indicative budget for these five strands is 29.25 million Euro.

INNOVA 2006 Conference (European Commission) |

Europe INNOVA is an initiative for innovation professionals supported by the European Commission under the Sixth Framework Programme for Research and Development (FP6).
In anticipation of the Europe INNOVA Conference 2006, the EU Directorate-General for Enterprise and Industry is launching a call for expressions of interest, looking for a partner to help with the organisation of a two-day event for innovation professionals, to be held sometime between October and December 2006. It will bring together more than 230 contractors from 23 Member States and will support sector innovation professionals.
Applicants for the hosting of this conference should be cities or regions where one or more Europe INNOVA contractors are based, although spontaneous applications will be considered.
Expressions of interest, consisting of up to 20 pages, should be sent by e-mail to Ms. Elke Van Tendeloo (elke.van-tendeloo@cec.eu.int) before November 30th, 2005.

OECD Science, Technology and Industry Scoreboard 2005 |
|

|
The recently published OECD Science, Technology and Industry (STI) Scoreboard 2005 explores the impact of the growing globalisation of knowledge on the OECD economies and provides a comprehensive picture of countries' performance in the areas of science, technology, globalisation and industry, as key determinants of innovation.
This 7th edition of the STI Scoreboard is a statistical overview, which comprises several graphs and charts, to help examining emerging policy issues including the international mobility of researchers and scientists, the increasing pace of innovation, the growth of the information economy and new patterns in trade competitiveness and the impact of emergent economies, such as China.
The Scoreboard, edited in English, is available as a printed edition and as PDF version at the OECD online bookshop and OECD Publishing distributor network, and as an electronic E-book via sourceOECD.

UNCTAD World Investment Report 2005 |
|
|
|
The "World Investment Report 2005: Transnational Corporations and the Internationalization of R&D", edited by UNCTAD (United Nations Conference on Trade and Development, INSME Member), presents the latest trends in foreign direct investments and explores the impact of R&D internationalization by transnational corporations in selected developing countries.
"Firms now view parts of the developing world as key sources not only of cheap labour, but also of growth, skills and even new technologies", says UN Secretary-General Kofi Annan in the preface to the report, "they do this to enhance their efficiency, to access expanding pools of scientists and engineers, and to meet the demands of increasingly sophisticated markets in these countries".
This trend is accelerating as a reaction to increased competition, which urges firms to innovate more and at lower cost. Developing host countries, in turn, should play an active role to innovate effectively and to benefit from joining transnational corporations R&D networks.
